Kiting is the act of avoiding attacks by maintaining distance between you and your foe. A melee attacker will need to make up this distance, and agility is the most reasonable stat to base that on. A caster does not need to run up to and hit someone who is trying to kite him, he merely needs to aim more carefully. Therefore, agility does not make sense as his tohit stat for preventing kiting. If kiting is ever applied to ranged attacks, you can rest assured they will also not be based on the agility of the attacker.
