Question Leveling Down and Epic/regular Drops

Okay so I have been gone for a while, and I apologize if this matter has already been addressed, or there is a reason behind it.

I know that there have been a bunch of changes to epic drop rate, type etc...

But I recently deleveled to go hunt for my other zombie claw in the moss dungeon, which is the most common drop place for it.

I have probably been in several hundred, if not over a thousand battles, give or take a hundred. It has been long enough that I just have lost track.

My question is this... Every once in a great while I will see a potion drop, either gate or recall....

As far as actual item drops, I have seen none since I deleveled.

Is there a bug with item drops when you have unexpended points from deleveling so that the system still thinks that you are a higher level than you actually are, therefore resulting in no drops epic or otherwise other than potions, or...

is this an intended effect to prevent item farming?

I really don't know which it is, unless of course the epic drop rate was reduced from the 3% base rate that I remember it being.
