Default TC's not "1/2'ing" respec cost anymore?

Hi, I figured id post this here in the bug forum, as that is the logical place for me to put it at the moment, unless I am merely miss-informed...

So I used 2 tc's for standard time today hoping to half the 8000g re-spec cost down to 4000g, no go sadly.

Is this a bug, or did something change or is there some sort of limit to re-spec'ing skill points?

Thank you in advance for any useful replies/information

I believe the only way to lower Stat Redistribution costs is to purchase TCs with IRL $$. I also think it is for ever TC you buy, the amount is halved to the lowest of 1k. Using a TC won't do anything, everyone is using them.
