resourcing exp bug

i'll ignore any comments from people besides glitch.

blaze gets 82,788 exp in woodcutting at level 100 at max pen.
blaze (level 84) gets 199,076 exp at 83 woodcutting. exp for resourcing increases as the skill levels. so I cannot be certain of exact penalty.

but then I used alastrina to test 100 mining at max pen on naturalist vs no pen on tracking.

tracking level 0: 62,128 exp.
naturalist max pen: 20,688 exp.

66.7% less exp. is this working as intended? if so may I ask why resourcing alone has this style? why not just increase the exp but keep penalties as usual? if it is a bug should I test if any other skill types are similarly bugged and not removing full 95%? =o

It's been like that for years for resourcing.

Also since S2 times it was implemented for crafting/artistry where max penalty is 66.6...%

99% players knows that by now. Put in into NBA
