I think he means to make it so you can divert a certain amount of xp to transferring. It's a retarded idea, and also would require Jeff to change around the system so that leveling and xferring worked different.

Basicly like when you skill you have up to 99%. The idea is meant to be that you can turn on xfering so to speak.

So you could lvl to whatever, turn on xfering then xfer the newly gained stats instead of having to cap. Then if Jeff raises the lvl up people can stop to xfer when they want instead of having to cap to xfer.
